What is LED

Local Economic Development initiatives in Bethlehem Governorate and establishment of the Bethlehem LED Council have been supported by GIZ PSDP since 2008 .Since 2014 these efforts have been expanded under the LED Component of PSDP implemented by GOPA Consultants. New LED Platforms emerged in Jenin, Tubas and Qalqilya Governorates and were established by letters of the Governors in 2015.


LED Platforms comprise public, private and civil society stakeholders, discuss issues of local development, and identify and implement projects benefiting the local economy and society.


The project supports LED stakeholders in Bethlehem, Jenin, Qalqilya, and Tubas in:

  • Establishing dialogue and planning platforms (LED Platforms)
  • Developing the LED related capacity of their platforms
  • Networking with any LED related organizations, agencies, programmes operational in Palestine
  • Identifying, screening and prioritizing LED project ideas and activities, and formulating them in their own LED Action Plans
  • Mobilizing resources for LED projects from relevant agencies and programmes
  • Implementing LED activities and projects
  • Exchanging their experiences
  • Lobbying for LED support on policy level.

LED Platforms

Bethlehem

Formation of the LED In 2008 the GIZ, established the Bethlehem LED as a part of the GIZ mandate to facilitate Palestinian economic growth, particularly at the city and governorate level. The LED organizing meeting was held July 2008 attended by 38 representatives from the public and private sector and civil society organizations based in Bethlehem governorate. The participants selected 13 representatives from a cross section of industrial sectors, government agencies and NGOs to form the LED Administrative Board. Mission The mission of the Local Economic Development Board is to build a strong local economy in Bethlehem through an active partnership of local government, private enterprise and civil society that will raise the standard of living in the community. Philosophy The LED public/private /civil partnership will seek to understand obstacles to growth and investment, to undertake strategically planned programs and activities that will help remove these obstacles , to facilitate investment, encourage economic growth and raise standard of living for the whole community.

  1. Tubas Strategic Development Plan

    The LED in Tubas launched its strategic plan with the support of OXFAM, whose principles and objectives stemmed not only from the understanding of the constituent institutions of this platform but also from the deep knowledge background of the representative of these institutions who understand Tubas needs in various field ,the strategic plan is one of the most important achievements of Tubas LED , providing a solid scientific and knowledge ground for anyone need to find an investment opportunity to illuminate the reality of the needs of Tubas, and the plan went out of theory to the department of field practice, this projects is the Saturday market project and it's under construction, which will be implemented very soon in Tubas and the agricultural mechanization project to find job opportunities for the target groups, which reflects the economic reality and the direct contribution of the platform in advancing some aspects and further increase the importance of the strategic plan of the LED, the platform has set three strategic goals, all of it are in the economic field, based on the vision of the platform, its mission and the theory of change that it seeks to give cooperatives and farmers a friendly and commercially viable environment, with attractive infrastructure in Tubas Governorate.   2. Strawberry Farmer

    Ameer, a University graduate young man who believe that private business is the best way to develop his life and increase his income, left his job as a head of credit facilitation department at The National Bank- Jenin Branch, to start his own business as a strawberry farmer.

    He started his project with one farm (approx 3000 sqm) of greenhouses and was chosen to be benefited from US-Aid/Compete program to develop strawberry farmers in WB. He managed to get technical and financial aid and quickly developed his project.

    He produced organic fertilizers-free strawberry and distributed it in the local market by 2015.

    In 2016, Ameer decided to expand his work and started a second farm. With lessons learned from his first farm he managed to duplicate the production of the both farms and started to look beyond the local market. His upcoming plan is to start strawberry freezing plant in order to export his product outside the country.

  3. A strawberry farmer in Qabatia

    Osama, a strawberry farmer from Qabatia, established his farm in 2014 and was one of US-aid/ Compete program beneficiaries.  Osama's production of strawberry has the competitive advantage which is the early production characteristic. That guarantees for Osama the highest market price.

    Osama shared in SM in its first round. His share made a good promotion for his production. As reports in the media mentioned his products, traders from Ramallha bought the whole quantity of his products for the whole season in a stable price.

    SM was a good opportunity for him to promote his production outside Jenin district.
