Local Economic Development initiatives in Bethlehem Governorate and establishment of the Bethlehem LED Council have been supported by GIZ PSDP since 2008 .Since 2014 these efforts have been expanded under the LED Component of PSDP implemented by GOPA Consultants. New LED Platforms emerged in Jenin, Tubas and Qalqilya Governorates and were established by letters of the Governors in 2015.


LED Platforms comprise public, private and civil society stakeholders, discuss issues of local development, and identify and implement projects benefiting the local economy and society.


The project supports LED stakeholders in Bethlehem, Jenin, Qalqilya, and Tubas in:

  • Establishing dialogue and planning platforms (LED Platforms)
  • Developing the LED related capacity of their platforms
  • Networking with any LED related organizations, agencies, programmes operational in Palestine
  • Identifying, screening and prioritizing LED project ideas and activities, and formulating them in their own LED Action Plans
  • Mobilizing resources for LED projects from relevant agencies and programmes
  • Implementing LED activities and projects
  • Exchanging their experiences
  • Lobbying for LED support on policy level.

  • The LED Component aims at supporting contributions to the local economies and enterprise and employment growth.
  • Considerable potential is perceived for supporting grassroot development initiatives and income and employment generation in C areas of the West Bank.
  • The Project invites cooperation with other development partners to jointly contribute to LED initiatives.

Rationale

Local Economic Development benefits from the cooperation of a variety of actors from State and private sectors as well as civil society, and from communication between such stakeholders (Public Private Dialogue on Governorate and local levels – PPD).

Mandate and Objectives

The LED Platforms pursue the objectives of

  • Promoting dialogue and interaction between public, private and civil society (including Universities and research centers) stakeholders on economic and social development in the governorate
  • Bringing development issues to the attention of the public and of policy makers
  • Planning and discussing economic and social interventions.
  • Identifying and implementing LED projects for the economic and social benefit of people in the Governorate.

 

The Private Sector Development Program (PSDP) began its operations in 2007, with the first phase lasting from January 2007 until January 2010 and the second phase from February 2010 until December 2013. A third phase from January 2014 and extended to December 2017. PSDP is implemented by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH and funded by the German Federal Ministry of Economic Cooperation and Development (BMZ).The political partner of PSDP is the Ministry of National Economy (MNE) of the Palestinian National Authority (PNA). The programme objective is defined as follows “The competitiveness of small and medium-sized enterprises in the selected regions and sectors is improved towards regional and international markets”.

All Platforms comprise public, private and civil society stakeholders, with the local Chambers of Commerce, Industry and Agriculture forming the Focal Point and Coordinator. The Chambers maintain Secretariats of the LED Platforms.
